Novice Applicant Procedure


In an effort to broaden the competitive pool of applicants for discretionary grant programs, the Department of Education amended its regulations to encourage first time applicants or novice applicants to apply for funding. This revision does not require every ED program to offer the novice incentive but it does allow ED programs the flexibility to offer the novice incentive where appropriate.

Under 34 CFR 75.225, a novice applicant is an applicant that has never received a grant or sub grant under the program from which it seeks funding; has never been a member of a group application that received a grant under the program from which it seeks funding; and has not had an active discretionary grant from the Federal Government in the five years before the deadline date for applications under the program.

The Carol M. White Physical Education Program will award 5 points to novice applicants.
