Equal Treatment Regulations And the Do's and Don'ts
of Administering ED Grants
June 2005
The U.S. Department of Education Grants Policy and
Oversight Staff, in conjunction with the Center for
Faith-Based and Community Initiatives, has produced
this webcast to provide information about the final
regulations (effective July 6, 2004) implementing
executive branch policy that faith-based organizations
should be able to compete on an equal footing with
other organizations for funding by the Department
with respect to any program for which such organizations
are eligible.
This webcast also gives an overview of the essential
resources, policy documents, and guidance for effectively
administering an ED discretionary grant. Key sections
of the Education Department General Administrative
Regulations (EDGAR) that address the issues of enacting
pre-award costs, carryover, budget transfers, and
time extensions are highlighted. The OMB Cost Principles
that apply to nonprofit organizations as well as other
types of eligible grant recipient entities are identified.
The Department's policy on excessive drawdown is explained,
and the new performance report, the 524 B, that all
grantees will have to complete is discussed.
